Nigeria Set to Review Defence Policy

The Ministry of Defence will soon embark on a review of the nation’s National Defence Policy.
Minister of State for Defence, Erelu Olusola Obada, made this known while delivering a paper at the National Institute for Policy and Strategic Studies, Kuru as part of activities to mark the 2012 annual Defence Week.

The planned review will commence with a defence workshop which will be convened to examine all the grey areas that should be modified to counter the current security challenges in the country, and come up with a common position to be presented to the appropriate council for review.

An assessment of Nigeria’s defence policy, towards sustainable development in Nigeria’, formed the thrust of the lecture delivered by Mrs Obada.

While she identified challenges in actualising the defence policy objectives to include weak and fragile economy, poor coordination of instruments of national power and inadequate resources, the Minister declared that “there is urgent need for a review.”

Issues highlighted in the lecture afforded participants of the senior executive course of the institute to raise questions about on current security challenges facing the nation.

Bloodbath Averted in Benue State as Car laden with Weapons is Impounded By Police

Benue State Police Command averted bloodbath in Okpokwu local government area of the state when it arrested 15 persons and impounded a car laden with weapons allegedly belonging to one of the local government chairmanship aspirants at the rescheduled ward congresses of the Peoples Democratic Party, PDP.

The Toyota Corolla car (number withheld), which has been impounded and parked at the Okpokwu Divisional Headquarters,  was said to be conveying some of the suspects to the venue of the congresses at about 9 a.m.when policemen, acting on a tip off, swooped on them.

Okpokwu local government area, the hometown of the Minister of Interior, Comrade Abbas Moro, has, in the last few months, witnessed political tension, leading to the postponement of the PDP ward congresses in the area several times.

The crisis is a fallout of the alleged insistence of a top shot of the party from the area to allow only 600  members from each of the 13 wards in the area to participate in the congresses contrary to the PDP guideline which provides that all card carrying members should exercise their franchise in the process.

When contacted, Deputy Police Public Relations Officer for Benue State, ASP Ejike Alaribe, confirmed that 15 hoodlums were arrested in Okpoga with some exhibits.

“What I can tell you is that some persons were arrested with exhibits but nobody has told me anything about arms and ammunition”, he stressed.

Alaribe added that the arrested suspects had been transferred to the Benue State Police Command Headquarters in Makurdi for  investigations.

Female zoo keeper killed by tiger when it escaped from enclosure after gate wasn't closed properly

A tiger has escaped its enclosure and mauled a female keeper to death before being shot dead today.
The tiger found its way out of an enclosure at Cologne Zoo in western Germany before, entering an adjacent storage building and attacking a 43-year-old keeper.

The animal was then shot dead by the zoo's director immediately after the attack on Saturday morning.
Police spokesman Stefan Kirchner said the zoo’s director used a rifle to shoot the animal dead through the storage building’s skylight before it could make its way to the visitor areas.
Mr Kirchner said it was unlikely that members of the public had witnessed the incident, which occurred at around noon today.

The police spokesperson said the tiger had likely escaped as a nearby gate had not been shut properly.
Zoo director Theo Pagel then went on to describe the incident as 'the darkest day of my life'.
The newspaper reported on its website that the tiger was a male called 'Altai.' It said a planned late-night opening of the zoo has been canceled.
The zoo was founded over 150 years ago and houses some 10,000 animals from 700 species.

Why We are Introducing the N5000 Note - CBN

The Director, Corporate Communications Affairs of the Central Bank of Nigeria (CBN), Mr Ugochukwu Okoroafor has affirmed that the apex bank’s decision to introduce the N5,000 note is to strengthen the cashless policy of the bank.
He further explained that the Project Cure which is the review of the nation’s currency announced by the CBN last week, is in-line with the CBN’s statutory policy of reviewing the nation’s currency. He also stated that the move is in line with global best practices of reviewing nation’s legal tender on a regular basis of every five-eight years.
Mr Okoroafor on a TV show of Channels Television, Sunrise, noted that the N1,000 has been in existence in the last seven years. N500 has been around for 11 years, N200 for 12 years and the N100 for 13years, hence the need for this overall review of the currency, which according to him is ‘over-due’.
The corporate affairs manager also argued that it is essential to rejuvenate the currency, “to make it new”, “for an economy that is just coming out a global recession” he said.

However, a chartered accountant, Bala Zaka, countered the CBN’s policy, describing it as ‘irrelevant brilliancy’.

Agriculture: FG to create jobs for youths

President Goodluck Jonathan on Friday promised that his administration would stop at nothing to actualise its plans to positively transform the nation’s agricultural sector.
He said his target was to make the sector a major wealth creator and source of employment for the nation’s youths.
Jonathan spoke when a delegation from the International Fund for Agricultural Development, led by its President, Dr. Kanayo Nwanze, paid him a visit at the Presidential Villa, Abuja.
He said the Federal Government was initiating and promoting reforms that would move Nigeria away from subsistence farming to the establishment of agriculture as a viable modern-day business.
He said, “We have a very large youthful population and to create enough jobs for them, we must develop agriculture, solid minerals and other sectors.
“Nigeria has a lot of untapped potential for agricultural development. If we can reposition agriculture as a profitable and dignified profession, more of our young people will be encouraged to go that way.
“We are focused in this regard and I am confident that we will achieve positive results.”
The President thanked IFAD for supporting the country with a $74m virtually interest-free loan.
He lauded Nwanze for his support for agricultural development in Nigeria.
Nwanze told the President that IFAD had given loans and grants worth $225m for agricultural development in Nigeria since 1985.

My Daughters Death is painful and shocking, cries Father of Girl Slain by Facebook Friends.

The parents of slain Cynthia Osokogu have described the dead of their only daughter as devastating, illogical and highly incomprehensible saying though vengeance belong to God, those who perpetrated the dastardly act should be brought to book so as to deter those who take pleasure in killing innocent people at will.

Speaking at their ECWA Staff new GRA home at Farin-Gada area of Jos, the parents in separate interview to newsmen further described the late Masters Degree student as a very intelligent girl who was not playing pranks but had a promising future, full of life.

According to the father, Major-General Frank Osokogu (rtd), the dead of their daughter though painful and shocking has not been in vain as it is a caution to youths who get to know friends on social media of whatever name and venture to meet the unknown people.

Osokogu described the daughter’s action as an adventure which was a bit too much.

However, the mother, Chief (Mrs.) Joyrita Osokogu who said she had been of fasting since their daughter went missing disclosed that she had some worry because the daughter was too fast in life and accomplished so much in her young age that she had to caution her on the need to settle down in marriage.

According to her, “My daughter had been very wonderful and intelligent, she attended Command Secondary School, Jos where she won many laurels and she graduated from Nassarawa State University with good grades at the age of 21 and she read English Education.

“She was Miss NYSC Batch ‘B’ 2010; she was a queen as she was a runner-up in Miss Nigeria 2010 which she participated. She was studying Public Administration in her Masters programme and just finished her exam before she met her untimely death”.

The late Cynthia was working with the just folded up MTN call centre in Jos and was running her boutique, Dress Code in Keffi in Nassarawa State.

She stated that Cynthia was not living a rough life and she was urging her to think about getting married and she promised she will introduce her fiancé to the parents very soon.

Both parents confirmed they did not know about their daughter’s death on time as her killers took her phone and kept promising them that she was in a hospital which they gave the name as Symbol hospital in Benin but the hospital turned out to be a fake one.

Her killers eventually told the family of Cynthia’s death and the MTN assisted the family in the tracking the area where the calls were made from to Festac town in Lagos.

They said it was when friends whom she told of her trip to Lagos to get her goods did not see her return on the appointed day that they got worried and called the family.

Meanwhile, Miss Patience John, the sales girl who assisted the late Cynthia in her boutique described her late boss as very humane and always treat her well.

A condolence register has been opened in her family home and sympathizers who had one good thing or the other to say about her were seen signing the register.

Usher Wins Legal Battle to Secure Custody Of His Children From His Ex-Wife

R&B star Usher has won his custody battle with ex-wife Tameka Foster after she attempted to portray the singer as an absentee dad who was more interested in his career than their sons in court.

The former couple has been locked in a bitter custody battle over its two sons for months, but a judge in Georgia ruled in Usher’s favour on Friday and awarded him primary custody of Usher, four, and Naviyd, three.

Foster has been granted custodial rights, which have yet to be revealed.

The decision comes just days after the same judge ordered Usher to reopen his ex-wife’s credit card account at designer store Saks Fifth Avenue after closing it last year – and also pay out for his ex’s nanny bills.

During the court battle, Usher accused his ex of attacking his girlfriend, while Foster’s lawyer brought the singer to tears by questioning him about his abilities as a father.

The “Yeah!” hitmaker also claimed Foster had tried to interfere with his visitation hours as outlined in a prior agreement, prompting him to seek sole custody of his sons.

The former couple divorced in 2009 after two years of marriage.

The ruling is the latest in a string of familial hardships for Foster – her 11-year-old son Kile died in July weeks after he was declared brain dead following a jet-ski accident.

Usher attempted to stall the court proceedings to allow himself and his ex to recover fully from the tragedy, but Foster insisted the singer’s concerns were bogus and urged the judge to press on.

Olaoye said the police rushed the victims to a hospital in Takum, adding that Grey died in the hospital.

He said that the command had deployed more men to the area for raids and further investigation.

Olaoye said details of the incident would be made available to the media as the investigations progressed.

Teenage girl arrested after 'posing as nurse and STEALING three-day-old boy from mother's arms in hospital'

A 19-year-old woman was arrested after allegedly stealing a three-day-old infant after she bought $16 scrubs across the street from a Pittsburgh, Pennsylvania, hospital then posted as a nurse took the child from his mother's arms as she sat in her hospital room.
Breona Moore smiled broadly for TV cameras and blamed her mother, father and boyfriend for the alleged kidnapping as she was led away in handcuffs on Thursday afternoon.
The disappearance of Bryce Coleman for five hours Thursday set off a frantic search by police and the staff at Magee-Womens Hospital. He was found safe when police discovered Moore hiding in a stair well in an office building near the hospital.
Authorities say Moore walked into a uniform shop across the street from the hospital Thursday morning and purchased a black nurse scrub top with the hospital's logo on it.
The top was priced at $17.99, but she claimed she worked at the hospital and received a 10 percent discount. Her final price for the nurse's uniform -- $16.19, according to the Pittsburgh Post-Gazette.
Now disguised as a nurse, Moore walked into the hospital and wandered, before finding Rhonda King, 27, in her hospital room with Bryce.
'She said she was taking the baby to get a checkup, that she would bring the baby right back,' Thelma Broughton, Bryce's grandmother, told the Post-Gazette.
Ms King willingly handed over the infant, believing Moore was a nurse.  'But she never came back,' Ms Broughton said.
Bryce is Ms King's fifth child.
Authorities said Moore walked around the hospital with the child for 15 to 30 minutes before cutting off the infant's radio monitor tag and walking out the door with him.
When Bryce was not returned to Ms King, she called hospital staff, who realize the infant had been taken.
Police found the child after Moore's family called detectives and said they feared she may have taken the child.  Moore's parents said she claimed that she was pregnant and became enraged when no one believed her.
Police believe she might have stolen the child to prove to them that she was pregnant.
She hinted at this as she leered at cameras and said: 'It's a lot when you lose a child' and added 'it wasn't just me. Mom, it's all your fault ... and, Dad, yours too,' she told reported as she grinned.
Online court records don't list an attorney for Moore, who was arraigned by video from the Allegheny County Jail on charges she kidnapped little Bryce Coleman on Thursday. She remained jailed unable to post $250,000 bond and was ordered to undergo a mental evaluation by a city court judge.
Police Cmdr. Thomas Stangrecki said Moore quickly became a suspect after the baby's kidnapping early Thursday afternoon. That's because Moore's family contacted police after hearing media reports to say Moore had told them and made Facebook posts that she was pregnant.
Moore's build apparently made her claims at least somewhat credible, as a criminal complaint lists her at 5-foot-4 and 230 pounds, but Stangrecki said her family doubted the claims enough to call police as soon as they heard of the kidnapping.
According to a criminal complaint, Moore told police after her arrest that 'she had convinced people that she was pregnant and told people she had just had a baby.' Moore had claimed to have a C-section on Monday and that the baby would be released on Thursday because he was sick and needed additional care.
Moore had posted the message, 'Ooh My I Just Wanna Give Him So Much Love' on Facebook after previously posting pictures of herself, supposedly pregnant, as well as ultrasound images in recent months.
UPMC officials said in a statement that they're cooperating with police and 'will be reviewing this event to see what improvements could be made in our security procedures.'
Moore, wearing hospital scrubs she bought from a store nearby, entered the hospital Thursday and was seen loitering by one employee who noticed she didn't have an identification badge and asked Moore whether she was coming on duty or just leaving. Moore told that employee she was getting off duty, the police complaint said.
When another employee saw Moore near the baby's mother's room, Moore pretended to be the sister of the baby's mother, Rhonda King, and that she was waiting to drive her sister home. After the other employee left, however, Moore followed a discharge nurse into King's room and appeared to the baby's family to be a nurse's aide.
The discharge nurse removed the security wristbands from King and the baby, who were preparing to leave the hospital, then left. That's when, police said, 'Moore approached King and took the baby from King and told her that one more physical test needed to be conducted on the baby and that she would return Bryce right away.'
Instead, Moore went to a secluded area of the hospital and put the baby in a red zippered cloth handbag and left the hospital.
Police later learned that Moore left the area outside the hospital quickly when she heard police sirens, and police quickly learned Moore had entered a downtown building with the baby, though police haven't said how they learned that. Moore was found hiding in a closet with the baby and arrested.
Moore has been charged with kidnapping, concealing the whereabouts of a child, criminal trespass, unlawful restraint, interference with custody of a child, reckless endangerment and falsely impersonating a nurse.

Subsidy scam trial: Court Bars Tukur And 2 Others From Travelling

The Lagos High Court sitting in Ikeja on Friday refused to grant an application brought by three directors of Oil Marketing and Trading Companies who requested the release of their passports to enable them travel abroad for Hajj and business.

The three directors are among several others standing trial for fraudulently collecting fuel subsidy money without importing the product.

The Vacation judge, Lateefat Folami, who presided over the case, in a ruling on the application brought by the trio of Mahmud Tukur, son of Peoples Democratic Party (PDP) National Chairman, Bamanga Tukur; Abdullahi Alao, son of prominent businessman, Abdulazeez Arikesola-Alao; and Felix Ochonogor, said that she cannot overrule the earlier order granted by the trial courts.

Justice Folami held that she cannot grant their prayers to order the release of their passports especially as the trial judge, Justice Adeniyi Onigbanjo ordered the seizure of their travelling documents to ensure that they appear for their trial on the next adjourned dates.

According to her, allowing them to travel for Hajj rites which would begin October will clash with the November dates earlier fixed for trial by the trial Judge. She also stated that the dates allegedly meant for their business trips abroad had been overtaken by event.

The applicants had sought the court’s permission to travel abroad.

In their application dated the 14th of August 2012, the applicants through their counsel, Olaniran Obele said they needed to travel to Paris and London for separate business trips.

Specifically, Mr Tukur, the first applicant wants to travel abroad to attend a board and committee meeting of a company which he is a director and also intends to perform this year’s Hajj.

Mr Ochonogor, the second applicant also wants to travel to Paris to enable him attend a bond holder meeting which should have held last month but was rescheduled to the 27th of August. He said he intends to take the opportunity of the meeting to explain his present circumstance to the board.

More Victims of Facebook Tragedy Perpetrators Open Up; Say they were Raped and Robbed.

Victims of the two suspected killers of Cynthia Osokogu have opened up that they were also drugged, raped and robbed.
Cynthia, the daughter of General Frank Osokogu (retd.) was allegedly lured to Lagos, Southwest Nigeria, by his Facebook friends, Nwabuzo Okumo and Odera Ezekiel, drugged, raped and strangled on 22 July.
Following the shocking incident that happened in a hotel in Festac and the arrest of the two suspects, two of the female victims also came forward to narrate that they had suffered a similar fate in Lagos.
The two women reportedly went to Festac Police Command to write a statement about how they were drugged, raped and robbed by the suspects now in police custody.
The Lagos Police Command Public Relations Officer, Ngozi Braide confirmed to Greenwich News Friday that two women who were victims of the suspects have made useful statements to the police about the ordeal in the hands of the suspects.
She, however, declined to disclose identities of the ladies and to give details about what they told the police.
According to Braide, the women came forward on Thursday after the two suspects were paraded at the Police Command Ikeja, adding that the girls identified the suspects as the men who drugged, raped and robbed them, adding that the police are investigating the matter.
Braide advised parents not to allow their children to have unfettered access to social network sites on the internet.
She also counselled girls to be careful about men they meet on social network sites because many of them could have criminal intentions and that girls should not release vital information to their friends on the internet.

I Enjoyed It, 11 Year old Rape Victim Confesses

An 11-year old girl who was a victim of sexual abuse (name withheld) stunned the police in Lagos State, southwest Nigeria, when she confessed that she enjoyed having sex with their neighbour, Adams Oliyide, who allegedly defiled her on many occasions.
The victim told the police that she did not tell anyone including her parents because she enjoyed having sex with the suspect.
The victim, who opened up to the police, when she was asked  why she did not report the sexual assault to her parents, said whenever Oliyide invited her to his one room apartment, she always sneaked in and allowed him to have sex with her because she enjoyed it.
The incident happened in Iyana Ipaja Lagos State Southwest Nigeria.
Greenwich news gathered that the suspect from Ogun State, Southwest Nigeria, used to sneak back home from work in the afternoon when the parents of the victim had gone to work to have carnal knowledge of the victim.
It was alleged that after having sex with her, he would give her money to buy food, sweets or biscuits and warned her not to tell anybody.
This went on for months until they were caught by their neighbour who raised  an alarm and contacted the victim’s parents.
When the suspect was arrested, he was taken to Oke Odo Police Division, where he allegedly confessed that he had sex with the girl on many occasions.
The victim also confessed to the police that the 20-year old suspect had sex with her on many occasions but did not to tell  her parents because she loved him.
But the police insisted that Oliyide committed rape because the victim was an under age.
He was therefore charged with rape at Ikeja Magistrate’s Court sitting in Abule Egba under Section 137 Of the Criminal Code Law of Lagos State of Nigeria 2011.
The suspect pleaded not guilty to the charge and the presiding magistrate, Mr. A.O. Komolafe, granted him bail in the sum of N100,000 with two sureties in like sum.
The court  also ordered that one of the sureties must be a blood relation and the sureties must show evidence of payment of taxes.
The matter has been adjourned till 3 September, 2012.

Why I Like to Be Called Evil Genius - IBB

Nigeria’s first military president, General Ibrahim Badamasi Babangida, IBB, has shed more light on why he preferred to be called the “evil genius” among his many nick names, adding that he chose the sobriquet because of its contradiction.
The former military Head of State who said this during an interview with journalists at his Minna residence, as part of activities to mark his 71 birthday celebration, added that God has been good to him.
He said: “I was asked a question by Tell magazine. They said people call you all sorts of names, ranging from Maradona, a deft dribbler and all those. They asked which one of the names I preferred and I said evil genius. They asked why? And I said because of its contradiction.”
On whether he would contest for the presidency in 2015 or not, the former Chief of Army Staff, said the Babangida presidency expired about 22 years ago.
“I have said it. Maybe I have to repeat it again. At this age, running around the country to seek for votes, for me is out of the question. I assure you. You will not see a candidate Babangida in 2015, running around the country canvassing for votes. So, God willing, I will no longer run for the presidential election,” he assured.
Speaking on his fear for 2015, he said: “Intolerance. That is number one. Number two, maybe at various levels, we don’t seem to use experiences to shape our future. Unless we do that we will only be dancing on a spot.
“If we are able to have this without any ulterior motives, I still have strong hope in this country. I strongly believe we will make it,” he averred.
On his alleged complicity on the issue of Boko Haram, he said: “Nigeria is a democratic society, isn’t it? Those who say Northern governors are involved including myself, know what to do. They should do what they ought to do to help all Nigerians. So, I will ask them to do what needs to be done.
“I can understand because it is a Babangida. I have talked about it, once, not twice. So, I am quite comfortable. I said what needed to be said. In my press statements, I said what needed to be said as a statesman. I pleaded with Boko Haram, so what else do I have to say?,” he asked rhetorically.

Research Links Tattoos With 22 Different Skin Diseases

Those who are currently toying with the idea of having their bodies tattooed should have a rethink as a recent report has shown that the inks used for designing tattoos do more harm than good.
According to the report released in the New England Journal of Medicine, tattoo ink have now been found to carry harmful bacteria which causes 22 different skin infections, including those related to tuberculosis and leprosy.
Some of these diseases, according to the report, have been discovered in many citizens of the United States of America and they believe the diseases could be spreading around the world as more people go for tattoos.
The research, which report was released this week, began after a cluster of skin infections were led back to one tattoo artist in the US.some months ago.
The local public health officials took the usual step of investigating the artist’s hygiene practices, but found that all of his equipment and methods were clean.
The offending pathogen in the disease outbreak was identified as Mycobacterium chelonae, a relative of the bacteria behind tuberculosis and leprosy that is commonly found in tap water.
The research said though M. chelonae is usually harmless to people with normal immune systems, when it is escorted beneath the skin by a tattoo needle, it could be disastrous requiring strong antibiotic regimens and sometimes surgery to eradicate.
The craze for tattoos have increased tremendously in Nigeria as  more young people including men and women now adorn different and sexy designs on different parts of their bodies.
However, the danger in having your body tattooed in Nigeria is that while the designers in the developed countries ensure clean operational environment, the reverse is often the case in Nigeria as the majority of the local tattoo designers operate from ghettos, slums and unclean environments.
Many of the operators earing a living from the dangerous beauty business in the country often operate in unhygenic conditions, thus makes it  more risky to have your body tattoed here than in the advanced world.

Nigeria Can win Five Gold Medals at 2016 Olympics -Abdullahi

Sports Minister, Mallam Bolaji Abdullahi yesterday said Nigeria has the potentials that if properly trained, Team Nigeria be capable of winning five held medals at the 2016 Olympic Games to be held in Rio de Jenairo, Brazil.
The minister, who disclosed this in a chat with sports reporters in Abuja, revealed that the Commission has already started working towards achieving the five gold medals target at the Rio games as directed by President Goodluck Jonathan.
“Mr. President said if we start working today, we can win five gold medals in Brazil; so we believe that if we start working today, we can win five gold medals at the Rio de Jenairo Olympic Games in 2016.
“But we must show that it is going to be achievable as a result of the work we have done, not as a result of luck from one corner” he said.
He also said the failure of Team Nigeria to win medals at the just concluded London 2012 Olympic Games is a blessing in disguise to the nation’s sports sector, as it has provided an opportunity of finding ways of coming out stronger in future editions.
The minister noted that any time Team Nigeria returns from the Olympic Games with a medal, Nigerians celebrate and forget to look for ways of doing better in subsequent editions.
“I keep saying that even though everybody has been talking about failure in London, for me I think it is great opportunity for us to move forward. If we had come back with one or two medals in London, we would still be celebrating by now, thinking that all is well.
“Our best Olympic performance was Atlanta 96, we came back and rolled out the drums and continued to celebrate, and nobody asked how we were able to achieve what we achieved in Atalanta; and today we have found ourselves at this level because subsequent at Olympics we go and come back with one or two medals, we celebrate and go to sleep.
“But now God has told us that we cannot continue to depend on luck, and that is why I see this as a big opportunity for us to address the issue”, he stated.
He also blamed his predecessors for not doing enough to achieve the four gold medals target set for Team Nigeria at London 2012 Olympic Games by Vision 20, 2020 report.
“If you look at vision 2020, a document that I have been studying in the last couple of days, actually set four medals target for Team Nigeria at the London 2012 Olympic Games, so the issue is that since that report was submitted in 2009 what did we do realistically towards achieving the target?”, he concluded

We Will Reduce Corruption By 80% - IGP

The Inspector-General of Police, Alhaji Mohammad Abubakar, on Thursday in Minna pledged to reduce corruption in the police force by 80 per cent.

Abubakar, who made the pledge during a stakeholders meeting, said his resolve to reduce corruption in the police force, was aimed at making it responsive to the needs and aspirations of Nigerians.

He said the removal of policemen from road blocks across the country was part of the strategy of reducing corrupt practices associated with the police, adding that the mounting of road blocks gave the force a bad name.

The IG said that with the removal of policemen from the roads, attention would now be focused on stamping out corrupt practices and corrupt officers from the various stations across the country.

Abubakar insisted that bail is free for all bailable offences, adding: “even a woman can bail any person from the police in accordance with the laws of our land.’’

He directed police officers not to handle issues relating to land, marriage and collection of debts from aggrieved individuals, adding that complainants should be directed to the court, saying that the court was the competent body recognised by law to handle such matters.

“We can only mediate among two parties for peaceful resolutions of crises arising from land matters as conflict managers,’’ he said.

He solicited for the support and collaboration of the stakeholders to enhance effective policing by providing necessary information and logistics for the force.

Govt. Won't Deploy More Troops To The North - Jonathan

President Goodluck Jonathan on Thursday ruled out the deployment of more troops in the North, despite continued attacks by Boko Haram.
Boko Haram has claimed responsibility for the bomb and other violent attacks in the North.
The situation led to the calls for the deployment of more troops to combat the Islamic sect.
But Jonathan, who spoke in Dakar during a visit to his Senegalese counterpart, Macky Sall, insisted that sending more troops would lead to loss of more lives.
He said, “If you use superior firepower, you will wipe out people.
“You would have noticed that the issues are coming down gradually, it is not something you can wipe out with a wave of the hand.
“Those saying that we are not doing something about Boko Haram are not being realistic.”
On the crisis in Mali, Jonathan said a military option as approved by the Economic Community of West African States would be the last resort.
He said the sub-regional body would continue to use diplomacy and dialogue in the resolution of the insurgency in the country.
He said ECOWAS was not planning to rush troops to the troubled country at the expense until all the options of peaceful resolution were fully exhausted.
Jonathan said, “The world unfortunately is passing through a period that people are becoming aggressive. These are some of the challenges that African leaders are going through.
“The situation in Mali is a complex one. We are working to stabilise the government in Mali. We are reaching out to them to first stabilise the government of Mali.
“Diplomacy and negotiation is the first step. It is only when that fails that ECOWAS will move troops there. But we cannot do that alone; it has to be done with the collaboration and mandate of the United Nations.
“But first and foremost, we are negotiating. We are trying to stabilise the government. Through negotiation, I’m sure, we will resolve the issue.”
On the situation in The Gambia, he said African leaders would no longer refrain from intervening in crisis under the pretext of sovereignty of states.
He said leaders in the sub-region were already consulting with a view to resolving the issues in contention in The Gambia
He said, “African leaders will no longer keep quiet. That was how the genocide in Rwanda escalated.
“We believe that we all have a stake in what is happening anywhere on the continent. That is how we were able to save Niger; that is how we were able to save Liberia and Cote d’Ivoire. We will continue to do our best.”

Norway Killer Anders Breivik Charged with voluntary Homicide, Given 21-year Prison Term

Anders Behring Breivik, the man who killed 77 people in a bomb attack and gun rampage just over a year ago, was judged to be sane Friday by a Norwegian court, as he was sentenced to 21 years in prison.
Breivik was charged with voluntary homicide and committing acts of terror in the attacks in Oslo and on Utoya Island on July 22, 2011.
The issue of Breivik's sanity, on which mental health experts have given conflicting opinions, was central to the court's ruling.
Breivik, who boasts of being an ultranationalist who killed his victims to fight multiculturalism in Norway, wanted to be ruled sane so that his actions wouldn't be dismissed as those of a lunatic.
He says he acted out of "necessity" to prevent the "Islamization" of his country.
But prosecutors had asked that Breivik, 33, be acquitted on the grounds of insanity, in which case he would have been held in a secure mental health unit.
The unanimous verdict was delivered at Oslo district court by a panel of five judges.
Breivik, dressed in a dark suit and tie, had a slight smile on his face as the decision was given.
He was sentenced to the maximum possible term of 21 years and was ordered to serve a minimum of 10 years in prison. The time he has already spent in prison counts toward the term.
The sentence could be extended, potentially indefinitely, in the future if he is considered still to pose a threat to society. Norway does not have the death penalty.
Bjorn Ihler, a survivor of the Utoya Island attack, told Newsmen he was glad the trial had concluded and that justice had been served.
"It's been an amazingly difficult process. It's been a constant, constant reminder of why we have to fight extremism in every way possible," he said of the trial.
"We have to make sure nothing like this ever happens again."
The court's judgment that Breivik is sane means that the far-right views he espouses can be confronted in Norway without being dismissed as those of a madman, Ihler said.
"There are people (who are) extremists who are not insane and we have to be able to take that on," he said.

Reading out the court's ruling, Judge Wenche Elizabeth Arntzen spoke of Breivik's "manifesto," a document published online in which he set out his ultranationalist political views.
Breivik claimed to belong to a far-right group called the Knights Templar but the court found no evidence of its existence, the judge said.
He described his actions as a pre-emptive attack in defense of ethnic Norwegian people and culture, the court heard.
Breivik trained for his attack by working out in the gym, running with a backpack filled with rocks and practicing at a shooting club, the court heard.
He was under the influence of ephedrine, a stimulant, at the time of the attacks, and the possibility that this contributed to his behavior cannot be ruled out, Judge Arne Lyng said.
He used meditation techniques to cut off his emotions, Lyng said.
In the course of the 10-week trial, which wrapped up in June, the court heard chilling evidence from some of those who survived Breivik's shooting spree on Utoya Island, in which 69 people died -- most of them teenagers attending a Labour Party summer youth camp.
In his own testimony, given without emotion, Breivik recounted firing more bullets into teenagers who were injured and couldn't escape, killing those who tried to "play dead" and driving others into the sea to drown.
His fertilizer bomb attack against government buildings in Oslo also killed eight people and injured many more.
It was only luck that more people were not killed and hurt in the blast, the court heard.
Breivik blamed the Labour Party in particular for promoting multiculturalism in Norway.
He has been held in Ila Prison since his detention after the killings.
Defense lawyer Geir Lippestad has previously said it is important to Breivik that people see him as sane so they don't dismiss his views.
During his trial, Breivik promised that he would not appeal if the court found him criminally responsible for his actions.
The court had to consider conflicting opinions from medical experts in reaching its verdict.
An initial team of psychiatrists found Breivik to be paranoid and schizophrenic, following 36 hours of interviews.
However, a second pair of experts found he was not psychotic at the time of the attacks, does not suffer from a psychiatric condition and is not mentally challenged.
Their report said there is a "high risk for repeated violent actions."
Breivik's rampage, the worst atrocity on Norwegian soil since World War II, prompted much soul-searching.
Norwegians reasserted their commitment to multiculturalism and tolerance at a series of mass public tributes held in the immediate aftermath of the massacre.
And earlier this month, Norway's chief of police stepped down after an independent commission detailed a catalog of police and intelligence failures.
It concluded that those errors cost police 30 minutes in getting to Utoya, and that dozens of lives might have been saved.
Speaking last month on the anniversary of the killings, Prime Minister Jens Stoltenberg urged Norwegians to "honor the dead by celebrating life," and said Breivik had failed in his attempt to change Norway's values.

Two Suspected Assassins Die in Bayelsa Gun Battle

Two persons arrested by the police in connection with the assassination of Orlando and British, which caused panic in Azikoro Village in Yenagoa, Bayelsa State, have died in a gun battle, the police have said.
The State Commissioner of Police, Mr. Kingsley Omire, who spoke to our correspondent in Yenagoa, said the suspected assassins identified as Gbafare Gold and Ayi Benjamin popularly called Obaino, died at the Igbogene area of Yenagoa.
Omire, who paraded 24 other suspects for various crimes on Thursday, said Benjamin and Gbafare confessed to killing Orlando and British.
Orlando and British who were providing intelligence to security agencies on the activities of cultists in the state, were brutally murdered on July 16.
The victims, who drove a Toyota Sports Utility Vehicle with number plate, GBJ 154 AA, were shot several times at close range by the bandits, who wore bulletproof vests.
But Omire said following investigations by the police, the suspected killers said they had an armoury somewhere in Yenagoa and promised to lead the police to the place.
He said gunmen suspected to be working for the suspects laid ambush at Igbogene when Gbafare and Benjamin were leading the police officers to the armoury which he said turned out to be a decoy.
“We didn’t know it was a plot to kill the police officers and escape,” he said, adding that the police operatives had a close shave with death.
He conducted our correspondent around the two patrol vehicles used by the police on the fateful day.
Our correspondent observed that parts of the vehicles were riddled with bullets.
On why the suspects could not escape during the gun battle, he said, “They were chained to the back of the vehicle so there was no way they would have been able to jump out.
“They were taken to the Federal Medical Centre, where they eventually died. What saved the policemen was that they did not use traditional patrol vehicle,” he said.
He appealed to members of the public to work with the police by providing information on criminals in the state.
He vowed to implement the law against cultists in the state, adding that no cultist no matter his status, would escape from the punishment prescribed by the law.
He said other suspects arrested for robbery and burglary would be prosecuted.

British Popular Newspaper Insist On Publishing Prince Harry's Nude photos Despite Being Asked Not to By The Royal Family

The Sun, Rupert Murdoch's popular British tabloid, on Thursday announced it would publish nude photographs of Prince Harry in Friday's paper despite being asked not to by the royal family.
British newspapers had previously refrained from running the grainy snaps showing the third in line to the throne cavorting naked with friends in a Las Vegas hotel suite, but the top-selling tabloid said its readers had a "right to see them".
"The Sun is publishing the naked Prince Harry party pictures our readers have been prevented from seeing in print," it said in a statement.
"He often sails close to the wind for a royal -- but he's 27, single and a soldier.
"We like him. We are publishing the photos because we think Sun readers have a right to see them. The reasons for that go beyond this one story," it added.
Royal officials contacted the Press Complaints Commission (PCC) media watchdog to try and prevent publication, arguing it would breach his privacy, but the pictures have been widely seen on the Internet.
Industry figures put the media's hitherto reluctance down to the fallout from last year's phone-hacking scandal at Rupert Murdoch's News of the World, which sparked the judge-led Leveson Inquiry into press ethics.
But some newspapers complained that they had been gagged by the royal family.
The Daily Mail said lawyers for Harry's father Prince Charles had threatened legal action against British papers which published the photographs, even though they were freely available online, making "a mockery of our privacy laws".

Kidnapped ESUT VC: Lecturers Protest

MEMBERS of Academic Staff Union of Universities , ASUU, Enugu State University of Science and Technology, ESUT Branch, Thursday, protested the non-release of their Vice-Chancellor, Professor Cyprian Onyeji, nine days after his abduction by suspected kidnappers.

The academic staff led by their chairman, Dr. Agu Gab Agu, demanded the immediate release of the Vice Chancellor who was abducted at the gate of the ESUT permanent site at Agbani Wednesday last week.

After spending  nine days in captivity, nothing meaningful has been heard from his abductors except the rumour that their earlier demand for N200 million ransom had been reduced to N50 million.

The lecturers who marched round the former temporary site of the university at Independence Layout, Enugu, dressed in their academic gowns  displayed placards with various inscriptions.

Some of them read: “Kidnapping is anti-intellectualism”, “ESUT is not safe for academic exercise”, “Set free our VC to continue his good works”, “Please release our VC for everybody’s happiness” and “All we are saying give us protection in our work place”.

The protest was preceded by a prayer session conducted by Professor John Obasikene, the Dean Students Affairs.

Addressing the lecturers, the ASUU Chairman, said: “As colleagues of Prof. Cyprian Onyeji, we attest that he is a good natured man who will not wish the abduction of an enemy.

”We join well-meaning persons to pray and demand that his abductors bring him back safely to rejoin his family, friends and colleagues, now.”

Agu urged the lecturers not to relent in their prayers for the release of the Vice-Chancellor whom he described as a financial member of ASUU.

He enjoined the aggrieved lecturers to get involved in the search for the VC, advising them to send any information they may have about the VC’s abductors to the appropriate security agencies.

Meanwhile, non –academic staff and students of the university have continued to hold special prayer sessions for the release of the Vice Chancellor while appealing to his abductors to set him free without further delay.
