Army Arrests Immigration Officer, Other Official Allegedly Working For Boko Haram
The Nigeria Army has arrested an immigration officer and a number of other officials for allegedly helping the Boko Haram carry out a number of attacks
According to a BBC report, the military captured the immigration officer, who confessed to being an active member of the Islamist militant group.
His confession led to the arrest of a number of other officials.
According to Lt Colonel Sagir Musa, the immigration official was arrested last month while impersonating an army officer.
"He confessed to being an active member of the Boko Haram terrorist sect," said Col Musa.
"He also confessed to having been trained alongside 15 other members of the sect on weapon handling, assassination and special operations in Niger."
Col Musa said his testimony helped the military root out a number of others who had carried out attacks for Boko Haram.
Some months ago President Goodluck Jonathan had complained that the group had sympathisers in high places including government.
Analysts have in the past said that the fight against Boko Haram was undermined because the Islamist group had managed to infiltrate the military.
Boko Haram shot to prominence in 2009 when hundreds of their members attempted to storm police stations and government buildings in Maiduguri.
The security forces quelled the rebellion and killed dozens of the sect's members, as well as its leader.
Since then, their attacks have been better organised and caused many more civilian deaths.
Boko Haram has killed hundreds in northern and central Nigeria since 2009, when it launched a campaign to install an Islamic state.
The group's fighters have bombed government buildings and churches and assassinated Muslim clerics who disagreed with their views.
Their attacks have killed woman and children, Muslims and Christians.

Two HIV-positive British bar workers stand accused of raping a 17-year-old boy after plying him with alcohol.
The gay couple, named so far only as Andreu Paul W, 38, and Warren H, 34, are said to have made their victim drink 'large quantities of vodka' after taking him back to their flat in Calpe, eastern Spain.
They are then accused of making him sniff an unknown substance and, when he had passed out, stripping him naked from the waist down and taking it in turns to rape him, El Mundo newspaper reports.
The Director of Public Prosecutions says the incident is alleged to have happened on March 7, 2008, and they returned back to Britain but were extradited to Spain in May the following year.
Spanish media reports that during the night, the couple met the teenager, also British, at the bar they were working at.
After closing time, they went on to another pub, where they convinced him to come back to their flat.
Once there, prosecutors say they made him drink large amounts of vodka with 'the only intention to deprive him of his senses' until he lost his balance and fell to the floor.
They are then accused of carrying him to their bedroom, throwing him onto the bed and stripping him naked from the waste down - making him sniff an unknown substance.
The couple then allegedly took it in turns to rape their victim.
The following day, the victim regained consciousness and left the house by foot.
He reported the alleged crime a month later, on April 2, when he visited a Guardia Civil station with his step-father and lawyer.
Despite the couple being HIV-positive, the boy was not infected with the virus but he is still reportedly suffering from post-traumatic stress disorder from the crime.
The men will stand trial in Alicante on Tuesday, October 2.

A brace by Halimatu Ayinde at the FIFA U-17 Women’s World Cup has sent Nigeria to the quarter-finals of the tournament, beating Colombia 3-0.
The Nigerian girls had to wait until the 32nd minute to open the scoring, with Chinwendu Ihezuo feeding Ayinde to slot beneath the Colombian keeper.

Why we Rejected Nigerian Women For Haji - Saudi Arabian Officials
Saudi Arabia on Friday defended its decision to turn back hundreds of Nigerian women who flew into the kingdom for the hajj, saying they had failed to abide by the rules for the annual Muslim pilgrimage.
“The rules for the pilgrimage have been in force for several years and must be applied as they stand, since nothing new has been introduced,” said hajj ministry spokesman Hatem bin Hassan Qadi, quoted by the official news agency SPA.
“Women aged under 45 must be accompanied on the journey by a ‘mahramu,’” a male with legal authority, the ministry said in a statement.
“This is mentioned on the entry visas … and those who do not respect the rules are not authorised to enter” the kingdom, which is home to Islam’s holiest sites in Mecca and Medina, it said.
Hundreds of Nigerian women, among more than a thousand denied entry to Saudi Arabia, flew back from Jeddah late Thursday after Nigeria suspended flights to the kingdom for next month’s hajj.
The angry would-be pilgrims, who were turned back because they were not accompanied by men, denounced their treatment at the hands of the Saudi authorities, with one traveller saying they had been treated as criminals.
A statement by the National Hajj Commission of Nigeria described the situation as an “unprecedented and worrisome development”.
In all, more than a thousand Nigerian women have been stopped from making the hajj. They began arriving at Jeddah airport on Sunday and some had been stranded in Saudi Arabia for five days.
Police Announce Discovery Of Bomb Factory In Kano
The Police Command in Kano State on Thursday announced the discovery of a bomb factory at Hawan Hotoro Area in Kano metropolis.
The Commissioner of Police in the state, Mr Ibrahim Idris, who confirmed this while briefing newsmen in Kano, said two suspected owners of the factory were arrested during the operation.
Idris told newsmen that assorted bomb manufacturing materials were also discovered during the operation.
He said the factory, which had been cordoned off by mobile policemen, would be demolished.
The commissioner said three vehicles were also found and taken to the police headquarters, Bompai, Kano.
Idris said other items discovered were 100 detonators, the main primer for the construction of Improvised Explosive Device (IED), concentrated salt, used to mix with ammonium nitrate.
Others included: T and T, a high calbre military chemical for bomb making; battery chargers, laptop computers, finished IEDs, four AK 47 rifles and eight fully loaded magazines.
Idris commended members of the public for providing useful information to the police and assured the people that the command would intensify raid on flash points until total peace was restored in the state.

A Brazilian student is auctioning off her virginity to the highest bidder to raise cash to build homes for poverty-stricken families.
Catarina Migliorini, 20, is set to plough the money - currently standing at $155,000 (£95,400) - into a non-governmental organisation which will construct modern houses in her southern Brazilian home state of Santa Catarina.

Catarina, who is of Italian descent, signed up to the project two years ago when she saw an advert by Thomas William Productions looking for a virgin to film.
Director Justin Sisely will record her emotions before and after her first sexual encounter. A male virgin called Alexander is also being followed.
She will receive $20,000 and 90 per cent of the final auction sale price, which ends on October 15.
The winner will be tested for sexually transmitted diseases prior to the encounter which will take place on an aeroplane, leaving from Australia to the US, in a bid to circumvent prostitution laws.
A condom will be compulsory, with Catarina saying she was prepared to prove to any sceptics that she has not had sex before.
Government Withdraws Hospital's License For Removing Kidneys
The Bauchi State government has suspended the license of Aminchi Clinic, where two kidneys of 25-year old Abubakar Buba were allegedly removed. A statement signed by the Chief Press Secretary to Governor Isa Yuguda, Mr Ishola Michael Adeyemi, said the suspension followed recommendation by the medical board of inquiry set up by the government through the Ministry of Health to look into the matter. It was gathered that the board asked the state’s commissioner of health to suspend the clinic’s licence in compliance with the 1986 Health Edict No 20 Section 12,sub 1 b. Adeyami added that the board also recommended the immediate referral of Dr.Sani Adamu, the clinic’s owner and his two nurses, Mijinyawa Abdulkadir Abdullahi and Yusuf Mohammed Zangina to their professional bodies for further investigation and appropriate disciplinary action. The board further charged the state’s commissioner of health to review and update the Hospital Registration and Regulating Authority Edict No 20 of 1986, beside activating and strengthening all health professional monitoring and inspection teams in the state.
The statement added that the board headed by Dr. Robinson Yusuf of the Bauchi State Specialist Hospital, observed during its investigation that Aminchi Clinic does not maintain a reasonable standard of professional ethical practice.
Meanwhile, Governor Isa Yuguda has donated $21,450 to Abubakar Buba to enable him access treatment abroad, but the Administrative Secretary of Miyetti Allah, Sadiq Ibrahim, said the patient is still at the ATBUTH undergoing analyses because the money donated to him by the government will not be enough to transport him to India. Sadiq appealed to philanthropists to assist the victim.
Police Officer Sentenced To Death For Killing 3-Year Old Kid
Three years after he callously killed a three year old girl Kausarat Muritala in cold blood in Lagos, Justice Olabisi Akinlade of the Lagos High Court in Ikeja yesterday sentenced ex-police corporal, Ikechukwu Nwabueze to death by hanging.
Justice Akinlade handed down the verdict after reviewing the fact of the case, according to her, the weight of evidence before the court showed that Nwabueze had the intention to kill.
It will be recalled that Nwabueze was alleged to have in April 2009 shot at a car in which the parents, the three-year old Kausarat, and her siblings were commuting at Oba Nle Aro Bus Stop, Alapere, Ketu.
The condemned man and his colleagues took to their heels when they discovered that the there was a fatality.
However, they were later arrested, while Nwabueze who was later dismissed from the Police Force, was said to have confessed during investigation that he shot dead the deceased little girl.
The convict, however, recanted during trial, maintaining that he was coerced to make the confessional statement by the police officer who investigated the case.
The condemned man also claimed that he was not the only one that fired shots into the air and that other members of his team also did same.
The court pointed out some inconsistencies in the testimony of Nwabueze while also holding that a recanted confessional statement does not necessarily cancel its relevance.
“It is trite law that the confessional statement of a defendant is relevant regardless of the fact that it is recanted. It is also trite that a person can be convicted on the basis of the confessional statement.
“It is my opinion that the evidence of P1 is consistent with the testimonies of PW 2 and PW 3.”
The judge further held that the testimonies of the prosecution witnesses were not discredited during cross-examination unlike that of the defence.
According to her “By his training as a police officer he (Nwabueze) cannot claim ignorance of the probable consequences of shooting at the vehicle.
“I therefore hold that the defendant had intention to kill or cause bodily harm to the occupants of the car. I find the defendant guilty as charged.”
After court reached it decision, counsel to the defendant, A.O. Omodele made an allocutus (plea for mercy) for the convict, urging the judge to temper justice with mercy on the grounds that he was at his duty post when the offence was committed and that he was a first offender. He also said that he was a young man who was yet to be married and had a lot to contribute to the nation.
But, the Lagos State Director of Public Prosecution, Mrs. Olabisi Ogungbesan opposed Omodele’s plea.
She said: “We do not have enough records of the defendant. Notwithstanding, the menace of police in releasing bullets recklessly on innocent citizens should be discouraged.
While passing out her sentence the court held that it is not convinced of any reason why it should show some leniency.
She therefore pronounced: “The sentence of the court upon you is that that you be hung on the neck until you are dead. And may God have mercy on your soul.”
Man Behind Anti-Islamic Film Arrested
After weeks of search and hiding, Nakoula Basseley Nakoula the man behind the anti-Islam film that sparked outrage across the Muslim world, has been spotted and arrested by the US authorities. Nakoula who is a 55 years old Christian, originally from Egypt was arrested on Thursday for violating term of his probation. probation.
Nakoula has been on probation after he was convicted for a 2010 federal check fraud that earned him a 21-month prison sentence.
He is scheduled to be arraigned before a U.S. District Court Thursday in a hearing that is closed to the media and the public.
The terms of his probation says, he was barred from using computers or the Internet for five years without clearance from his probation officer.
Nakoula broke the terms of his probation by masterminding the production of “Innocence of Muslims” and then uploading a 14-minute trailer to YouTube.
The film immediately sparked protests across the world, leading to the killing of the U.S. Ambassador to Libya, Christopher Stevens and three other U.S officials in Libya.
The officials were killed when armed protesters stormed the American consulate in Benghazi, shooting at the building and throwing home made bombs.
In Nigeria, Muslims protested for days in Kaduna, Kano, Katsina and other northern cities.
Marketers Selling Petrol Above N97 Niara Will Lose Licences - DPR

The Department of Petroleum Resources has threatened to sanction oil marketers that sell petroleum products at arbitrary prices by shutting their facilities and revoking their operating licences.
The Director, DPR, Mr. Osten Olorunsola, said this in Lagos on Thursday at a meeting between the department and petroleum products depot owners.
“Any marketer, who fixes arbitrary prices, shall be sanctioned and the affected facility will be shut and the operating licence withdrawn,” Olorunsola said.
The DPR boss said it was illegal for any company to sell petroleum products from a depot without issuing receipts of sale.
“To this end, all marketers buying products from depots should be issued with certified receipts of purchase indicating the quantity of products purchased and the prices,” he said.
Olorunsola said the department had been inundated with complaints from members of the public about marketers arbitrarily fixing petrol price above the government-approved N97 per litre.
He said some retail outlets were discovered to be flagrantly displaying the arbitrary prices without fear of being sanctioned; adding that such negated stipulated regulations and would not be condoned.
“The prices of petroleum products at the retail outlets are affected largely by the ex-depot prices. This is why it is of utmost importance to ensure that the regulated products (petrol and kerosene) from facilities are sold at the government-approved prices,” he said.
The department had since last year mandated oil depots to install metres at the receiving jetties to improve the accuracy of the quantity of products received through dynamic measurement.

2 Killed in Epe Expressway Car Crash
A yet to be identified female member of the House of Representatives representing Nasarawa state was involved in a head-on collision accident in Lagos Thursday evening.
She sustained a broken right arm while a mechanic driving a Volkswagen Passat car and another occupant died.
The accident which occurred at Okegun along the Ibeju-Epe expressway resulted in the Passat car splitting into two halves, throwing out the two occupants who later died before medical help could reach them.
The other car, the Nissan Villager SUV, with registration number NASS FL 143 REPS, Nasarawa, was driven by the female lawmaker with a Mobile police guard by the passenger side.
The policeman was flung into the bush as her vehicle skidded off the road following the impact of the collision.
Witnesess said the mangled Passat car with registration number AE 808 AKD was on top speed from Epe when suddenly the car’s engine fell off, causing the Reps member’s SUV travelling from Lagos to run into it headon.
Saudi Arabia Deports 283 Nigerian women pilgrims, more expected
The controversy surrounding Nigerian female pilgrims to Saudi Arabia continued Thursday as 283 female pilgrims from various parts of the country were deported from the
The deported are part of the one thousand Nigerian female pilgrims detained by Saudi authorities for allegedly not being accompanied by a male relative (Mahram) as required by Saudi law.
Of this figure, Sokoto State, where the spiritual leader of Nigerian Muslims is based, had 102 females deported in the early hours of Thursday.
The pilgrims were transported back to Sokoto aboard a Max Air aircraft.
The National Hajj Commission of Nigeria, NAHCON, in Abuja confirmed the repatriation of the females to the country.
The Manager of the Sultan Abubakar III International Airport, Sokoto, Abubakar Lawal, said , on Thursday in Sokoto, that the deported pilgrims have since travelled to their respective local government areas.
He said that the affected pilgrims are hale and hearty.
All efforts to get the reaction of the Chairman of the State Pilgrims’ Welfare Agency, Muntari Maigona, or its Public Relations Officer, Faruk Umar, failed.
Like Sokoto, like Taraba
In Jalingo, Taraba State capital, no fewer than 62 female pilgrims were repatriated
The Chairman of the Taraba Muslim Pilgrims Welfare Board, Tukur Hamman-Adama, explained that the women were transported from the King Abdulazeez International Airport, Jeddah, to Aminu Kano International Airport, Kano.
He said that the women were actually accompanied but that the checking system at the Jeddah Airport was such that men were checked, cleared and asked to proceed.
“When it was the turn of the women to be checked and cleared, the Security claimed they were not accompanied by their guardians (Mahram) and were unwilling to listen to any explanation and went ahead to detain them,” he said.
Mr. Hamman-Adama wondered why the Saudi Authorities became rigid this year.
The chairman said that arrangements were being made to convey those affected back to Jalingo, pending the outcome of the current negotiations between the Nigerian Government and its Saudi Arabian counterpart.
“We have never allowed a female pilgrim from Taraba to travel un- accompanied,” Mr. Hamman-Adama said.
Kebbi too
In Birnin Kebbi, eight female pilgrims were among those brought back from Jeddah to Nigeria.
A reliable source at the Pilgrims Hajj camp said in Birnin Kebbi on Thursday that the affected pilgrims hailed from Kalgo, Yauri and Shanga local government areas.
The source stated that the affected Pilgrims were transported to Saudi Arabia in the fourth flight.
The state’s Amirul Hajj, Garba Dandiga, said there has been no official figure of the pilgrims who were detained in Saudi Arabia.
He said a meeting of the officials of the board and members of the state delegation would be held to determine the next line of action.
Meanwhile, families of another batch of 111 female pilgrims brought back from Saudi Arabia were stranded at the Musa Yar’Adua International Airport in Katsina.
Saudi holds on to Zamfara women
The hope of 182 female pilgrims from Zamfara to perform this year’s Hajj is still uncertain, following their continued detention by immigration officials of the Kingdom of Saudi Arabia.
Public Relations officer of the state agency, Yakubu Mafara, said in an interview in Gusau on Thursday, that the affected pilgrims were transported from Sokoto to Saudi Arabia in batches four and five.
He said reports from Saudi Arabia have confirmed that the detained pilgrims are in good health and being given attention by the officials of the NAHCON and the Zamfara Welfare agency.
He said since the announcement of the 48 hours suspension of further transportation of pilgrims, activities at Zamfara Hajj camp and the agencies headquarters had slowed down.
Mr. Mafara said that none of the detained pilgrims from the state has been brought back as at Thursday from Saudi Arabia.
Delta Pilgrims still at home
But in Asaba, Delta State, the State Government says it is yet to airlift its Muslim pilgrims to the Holy Land for the Hajj rites.
State Commissioner for Bureau for Special Duties, Tony Nwaka, said this in an interview in Asaba on Thursday.
Mr. Nwaka said that the delay in transporting pilgrims from the state is not peculiar to the state alone but to other states in the zone, as states in the zone had not been called up to be transported.
Gombe sensitizes women pilgrims
In Gombe State, the Pilgrims Welfare Board said that it has started sensitizing its female pilgrims to ensure they have male counterparts, to avoid deportation.
The Executive Secretary of the board, Gidado Maigana, disclosed this in an interview on Thursday.
Mr. Maigana explained that he would also place announcements on the radio stations to sensitise the female pilgrims on the need to ensure that they meet all the requirements for the annual pilgrimage.
He said he had met with the Amirul Hajj, technical committee team, and other stakeholders with the aim of ensuring that all the intending pilgrims from the state performed the pilgrimage.
The executive secretary, however, said that with the recent problems faced by Nigerian female pilgrims in the Holy Land, the date for the commencement of the transportation of pilgrims from the state would be affected.
“We were not informed about the development but we have just heard what is happening.
“We had intended to start transporting the pilgrims on October 2, but with the 48 hours suspension, it is going to affect our date,” he said.
Mr. Maigana assured all the intending pilgrims that they would perform the trip and urged them to continue to pray for the success of the journey.
Adamawa yet to be affected
In Yola, Adamawa State, more than half of the 2,427 pilgrims from the state have been transported to Hajj.
The Yola zonal official of National Hajj Commission, NAHCO, Zakariyau Umar, made this in Yola.
He said three flights had taken off, remaining two more flights.
Mr. Umar also said he was not aware of any Adamawa pilgrims experiencing the challenge being faced by female pilgrims from other states.
Kaduna women adhered to rule
In Kaduna State, the State Government said on Thursday that 505 of the 7,531 pilgrims have been transported to Saudi Arabia for this year’s pilgrimage.
The Coordinator of the State Pilgrims Camp, Yusuf Ladan, said out of the intending pilgrims so far transported, 200 were female.
He said the intending female pilgrims had fulfilled the requirements demanded by the Saudi Arabian government before being taken to the Holy Land.
Mr. Ladan, however, said the state Pilgrims Welfare Board had suspended airlifting of the intending pilgrims pending the outcome of the ongoing negotiation between the Federal Government and Saudi Arabian Government.
Rivers women yet to travel
In Port Harcourt, the Muslim Pilgrims Welfare Board has said that its female pilgrims are not among those detained in Saudi Arabia since they are yet to commence airlifting.
In Uyo, Akwa Ibom State, Muslim Pilgrims Board has said that it was going to adjust with the new Saudi Arabia laws on female pilgrims.
The Akwa Ibom Chairman of the board, Baba Jaro, stated this on Thursday in Uyo while reacting to the return of some Nigerian female pilgrims from Saudi Arabia.
Mr. Jaro said that arrangements were on ground to ensure that intending female pilgrims visit the holy land with their guardians.
“The Saudi have their own way of doing things. We are not happy with the way our people were repatriated.
“But you know this is a thing of God and we cannot fight them than to adjust to their new law,” he said.
Mr. Jaro said “90 pilgrims and 2 officials will be visiting the holy land from the state, and all the females on the trip are with their male guardians to avoid repatriation.”
He said the tentative date of departure is October 7.
NECO Releases Results, Blacklists 13 Schools For Exam Malpractice
The Registrar of National Examination Council (NECO), Prof. Promise Okpalla, on Thursday announced the blacklisting of 13 secondary schools in the country for alleged involvement in malpractice in June/July examinations.
Okpalla announced this at a news conference to formally release the June/July results.
He said the blacklisting was in line with the Federal Ministry of Education’s zero tolerance for any kind of malpractice.
The registrar said the schools cut across seven states in the federation, namely Cross-River, Imo, Rivers, Anambra, Benue, Kano and Nassarawa.
“The key mandate of the body is to conduct examinations whose results will be trusted worldwide for its credibility.
“Therefore, schools and students involved in exam malpractice have been duly sanctioned through de-recognition or cancellation of results,’’ he said.
He said that in spite of all challenges, NECO had improved in both security and provision of writing materials for candidates during the examination.
The registrar said that the examination body had also improved on the period of marking and release of the results.
Okpalla said the highest number of malpractice was recorded in the Clothing and Textile subject with 3.55 per cent.
He said Benue recorded the highest number of malpractice with about 1.80 per cent cases and FCT, lowest with about 0.07 per cent.
The registrar urged Nigerians not to entertain fears as to the credibility of the certificates issued by the council.
He, however, said that no syndicate could either break through the security gadgets or forge NECO’s certificates.

Federal Government Gives Saudi Arabia 24 Hours to Resolve Issues Behind Detention of 1000 Nigerian Female Pilgrims
The Federal Government on Wednesday in Abuja gave the Saudi Arabia government 24 hours to expedite action in resolving the issues surrounding the detention of some Nigerian female pilgrims.
Vice President Namadi Sambo gave the ultimatum when he summoned the Saudi Arabian Ambassador to Nigeria, Mr Khaled Abdrabuh, to his office.
The over 750 Nigerian female pilgrims in Saudi Arabia adjudged by the authority to be without male companion (Muharram) have been detained in Jeddah and Madinah.
Sambo expressed the country’s displeasure over the treatment being meted out to Nigerian pilgrims performing this year’s pilgrimage in the holy land.
He said reports available to him suggested that only Nigerian pilgrims were being subjected to such dehumanising treatment.
Sambo, therefore, requested the Saudi Arabian authorities to apply caution and flexibility to allow the pilgrims undertake their sacred religious duties.
“Should the Saudi authorities not desire our pilgrims to perform this year’s Hajj, they should let the country know.”
He said that no reasonable and responsible government would sit and fold its arms while its citizens are manhandled.
The vice president, therefore, requested the Ambassador to do all within his powers to ensure that the issues were resolved within 24 hours, and the outcome communicated to him.
While explaining the position of his government, Abdrabuh said that Nigeria was not being treated in isolation, and that all the countries participating in the Hajj were affected.
He said that the issue of Muharram for female pilgrims was not a new policy, but that the Saudi government decided to be flexible in the past.
He revealed that the Ministries of Hajj, Foreign Affairs and Interior and the governor of Mecca were meeting in Riyadh, the country’s capital, with a view to resolving the impasse speedily.
Abdrabuh expressed the hope that the matter would be resolved within 24 hours.
Senate asks Jonathan to “immediately” appeal Bakassi ceding
In a decision that may unnerve the Goodluck Jonathan’s administration, the Senate on Wednesday approved a resolution urging an immediate appeal against the ceding of Bakassi to Cameroun, a day after President Goodluck Jonathan said the decision stands.
Senators overwhelmingly rejected the International Court of Justice’s ruling on Bakassi, and criticized Mr. Jonathan’s commitment to it at a debate that appeared to unfurl a decade-old frustration with the ruling.
Mr. Jonathan, who is attending the United Nations General Assembly in New York, on Tuesday, reaffirmed Nigeria’s approval of the ruling in a conciliatory speech that has sparked condemnations back home.
Separately, government officials have also hinted at the administration’s disinterest with reopening the final appeal window on the case which shuts October 10.
Senate president, David Mark, said on Wednesday that Mr. Jonathan’s position notwithstanding, it should be made clear that Nigeria has rejected the ruling. Mr. Mark said he will personally dispatch a letter to the president to underscore the urgency of the case.
“In spite of what the president said at the UN, we still have not accepted the ICJ judgment, though we obeyed it as a law-abiding nation,” Mr. Mark said. “There is a lot of pressure at home and we will revisit the letters and see what we can do. From our own side, we reject the judgment.”
If the president chooses to act on the resolution, he now has two weeks to mandate his officials to institute the appeal on the premise of fresh evidences backing Nigeria’s claim to the territory.
The president has barely emerged from an embarrassing currency restructuring episode in which he reneged on, after intense public outcry and the National Assembly.
Foremost writer, Elechi Amadi, on Tuesday called for the president’s impeachment if he failed to order the appeal.
“I cringe with sheer horror at the fact that the federal government can abandon without qualms, a group of Nigerians large enough to make up a Local Government Area which is recognized in the constitution,” Mr. Elechi said in Port Harcourt.
At an arousing session Wednesday, the senate said the process leading to the eventual ceding of Bakassi to Cameroon in 2006 by the Olusegun Obasanjo administration was illegal and unconstitutional.
The resolution came through a motion moved by the Deputy Senate Leader, Abdul Ningi. Senators criticized the transfer that made no effort at seeking the consent of the people.
“If the Nigerian state cannot protect the state, the Senate should do so. We must have another look at the treaty making process, with the ongoing constitution review. Let us take advantage of the window which Article 61 provides”, Victor Ndoma-Egba, Senate Leader said.
Even with an appeal, some lawmakers feared a dithering federal government with hands literally forced on the case, may opt for a shoddy representation.
“We have barely less than two weeks for an appeal and we have two options; one is to appeal the judgment while the second option is to go back to Bakassi and repossess it,” said Heineken Lokpoibiri, who represents Bayelsa state.
BREAKING: Gunmen Storm UniJos, Some Students Reportedly Shot
Reports from Plateau State say that unknown gunmen this evening stormed the University of Jos and shot several students, leaving at least two female students dead.
Although details are sketchy, our sources say that several others escaped with injuries.
A source told revealed that there is tension on the campus as hundreds of students were seen running for their lives, unwilling to wait for an explanation as to what had led to the shootings.
The source said that armed security personnel have already been dispatched to the university, but the identity of the attackers and their motives are still unknown.
As of the time of this report, neither the Plateau State Police Command, nor the Special Task Force nor the management of the university has issued a statement concerning the attack.
441 Drivers Test Positive To Cocaine, Marijuana In Lagos
At least, 441 commercial bus drivers in Lagos State have tested positive to cocaine and marijuana, says Commissioner for Health, Dr. Jide Idris.
Idris said out of the 2,002 drivers tested for substances such as alcohol intake and others, 441 drivers, representing 22 per cent were found to have consumed cocaine and marijuana before driving.
The commissioner stated that the drivers were screened for blood alcohol content, substance abuse, hypertension, diabetes and vision impairment between 4 and 19 September, 2012 at Alaagba Motor Park and Under Bridge Motor Park at Iyana Ipaja area of the state.
The commissioner, who addressed a joint press briefing with his counterpart in the Transportation Ministry, Kayode Opeifa, at the State Government Secretariat, Alausa, Ikeja, Lagos, southwest Nigeria said the test carried out was under the Lagos State Motor Park Health and Safety Initiative programme.
He stated that out of the 2002 drivers tested for various substance abuse, 781 of them, representing 39 per cent were found to be driving under the influence of alcohol as 601 (30%) were found to be hypertensive and 940 were screened for visual impairment and 13 per cent had to be given special glasses.
Idris threatened that government would prosecute and jail any motorists found to be driving under the influence of drugs or alcohol henceforth, adding that government was not relenting in educating the drivers on the dangers of alcohol consumption while on the wheels.
He said given the grave consequences of driving under such influences, the state government had no option than to invoke section 21, sub-section 1 of the state traffic law which prescribed a conviction fine of N100,000 or two years imprisonment or both on the offenders.
The commissioner also decried the high rate of road accidents in the country as it had become a major cause of death, adding that the state government could not achieve the desired health indices if it ignored the menace of deaths by road accidents.
“Alcohol and substance abuse have been documented as a cause of road traffic accidents and several studies have shown that an intoxicated driver is a danger to himself, his passengers and other road users,” he added.
According to him, a major breakthrough was recently recorded in the sensitization campaigns in the motor parks against irresponsible driving with a Memorandum of Understanding signed with Guinness Nigeria Plc.
“It appears that drivers abstained from drugs and alcohol intake before coming for the screening. If this is the case, the law is obviously serving as deterrent to alcohol and drug abuse,” he stated.
Speaking, Opeifa decried the number of road traffic accidents recorded mostly on weekends in Lagos, caused by excessive drinking by motorists, saying that government was focusing on motor parks to make the awareness campaign effective because of its involvement in mass transportation of people to various destinations within and outside the state.
Cameroon Police Arrest 5 Men With Human Head
Authorities in Cameroon have arrested five persons suspected of trafficking in human body parts after they were discovered at a checkpoint carrying a severed human head, state radio and wildlife conservationists said, according to a report by Reuters/NAN.
Body parts of humans and rare animals are priced by some in central Africa for their supposed supernatural powers, and used
in occult ceremonies.
Traffickers often get human remains from grave-robbers, but a recent spate of killings has also been linked to the gruesome
trade.
Cameroon’s state-owned broadcaster CRTV said the suspects had been transporting the body parts in a bag along with elephant meat from Djoum, a small town about 280 km south of the capital Yaounde, when they were stopped at a checkpoint.
Eric Kaba Tah, a spokesman for Last Great Ape Organisation, a conservation group that assists Cameroon’s forestry and wildlife ministry, told Reuters it made the discovery while searching for animal poachers.
“We opened the bag and discovered that among the human remains there was a skull with hair still looking very fresh,’’ Tah said.
Upon questioning, the men said the body parts were to be handed over to a buyer in Yaounde who had promised to pay them 10 million CFA francs, Tah said.
The suspects, who included three university students, were arrested and taken to the capital for further investigation.
Earlier this year, gendarmes in Cameroon arrested a man in Batie, about 315 km west of Yaounde, who was also caught with a severed bloody head.
Interviewed on television, the suspect said he had been promised five million CFA francs by a businessman if he delivered
fresh human organs.
Number Of Nigerian Female Pilgrims in Detention In Saudi Arabia Increase To 1000
About 1000 female Nigerian pilgrims are still detained by Saudi authorities even as the two countries are still involved in “high level diplomatic talks” to resolve the impasse, Greenwich News learnt last night.
However, high level sources hinted last night that the federal government is trying to sort out the issue through the Ministry of Foreign Affairs, even as the House of Representatives resolved yesterday to probe the issue.
“A letter signed by the Minister of Foreign Affairs has already been delivered to the Saudi authorities over the issue. We don’t know whether they will accept it,” the source who is involved with the issue told reporters last night.
Investigations revealed that apart from the initial 400 pilgrims who arrived at the holy land on board flight 17 last Sunday, 600 additional female pilgrims on flights 18, 19, 20, 21 and 22, from Katsina, Kano and Zamfara states were also detained at the airport on arrival.
The female pilgrims were detained on arrival when they couldn’t produce individual maharram, that is, the approved male companion accompanying them on the trip, usually a husband, father or brother, demanded by the Saudis.
But the National Hajj Commission of Nigeria (NAHCON)’s Commissioner of Operations, Alhaji Muhammad Abdullahi Mukhtar told our reporter yesterday that the it is not true that the pilgrims couldn’t produce muharram. He said the State Muslim Pilgrims Welfare Boards (SMPWB) “qualify and identify as muharram of female pilgrims. And that has been the case for so many decades.”
He said that the situation is so confusing that “the Saudis randomly select flights to screen and detain.”
“All the 10 flights that landed in Medina were allowed into the country without any incidence. Also, flights 23, 24 and 25 were not touched at all,” he said.
Mukhtar wondered why only Nigerian pilgrims were selected for this treatment by the Saudi authorities. “In fact, there is no such issue in the memorandum of understanding signed between Nigeria and Saudi Arabia,” he said.
He said that it was not true that the first two Max air flights conveying Sokoto and Jigawa pilgrims on Sunday “were intercepted because only women were aboard.”
“Look at the manifest, all our flights carry both men and women,” he said.
Another top official said that the Saudis’ action is uncalled for because the fear of pilgrims refusing to come back home is no longer tenable.
“Since the introduction of e-passport by NAHCON adequately addressed the cases of pilgrims staying back in the holy land. In 2011, only 20 pilgrims absconded.
How Nigerian fraudsters scammed Kuwaitis of US$1million using Abacha’s name
Three Nigerians, claiming affiliation to the late Head of State, Sani Abacha, swindled US$1.375million (N204 million) out of two Kuwaiti businessmen, UK court documents have shown.
The multimillion naira fraud, which occurred between August 2001 and March 2002, also involved the now defunct City Express Bank although the presiding judge, Justice Treacy, largely found the bank innocent of “dishonest assistance.”
In his ruling, Mr. Treacy noted that there was nothing to show that the bank had prior knowledge of the impending scam.
The players
In May 2001, Qumar Bello, acting on behalf of Abdulkadir Abacha, alleged to be the brother of the late general, contacted Adnan Abou-Rahmah, a Kuwaiti lawyer, seeking his assistance to invest US$65million in an Arab country.
Mr. Abou-Rahmah flew out to the Republic of Benin, where the money, allegedly belonging to the Abacha family trust, was stashed; and by August, a formal agreement had been entered by both parties.
In the agreement, as a reward for Mr. Abou-Rahmah’s assistance in investing the US$65million in Kuwait’s “very buoyant” real estate, 40 percent of the trust money as well as 15 percent of the income produced would accrue to the Kuwaiti lawyer and his client, Khalid Al-Fulaij and Sons General Trading and Contracting company.
While in Benin, Mr. Abou-Rahmah also met with ‘bankers’, ‘ministers’ as well as a host of ‘public officials’, dissolving any prior suspicion of foul play.
The bait
After agreeing on the sharing formula with the Kuwaiti; the trio of Mr. Bello, Mr. Abacha, and a third colleague, Aboubakar Mohammed Maiga, claimed that a series of bureaucratic obstacles involving various payments had to be made before the trust capital could be transferred out of the country.
But the fraudsters agreed to clear the payment, only soliciting a “contribution” from Mr. Abou-Rahmah.
In August, 2001, the first part of Mr. Abou-Rahmah’s “contributions” – US$100,000 in cash wired to the fraudsters – as part of a US$450,000 they claimed had to be paid to the Ministry of Finance in Benin to secure authorisation of the trust capital.
Two months later, the Kuwaiti lawyer wired another US$450,000, part of a fee allegedly to be paid to the Benin Drug Enforcement Agency to obtain a drugs certificate needed for the release of the money.
Again, on the 9th of January, 2002, Mr. Abou-Rahmah wired US$400,000 to the fraudsters. Another US$225,000 was paid one month later. Both monies, alleged to be VAT payable on the trust capital, were paid into City Express Bank’s HSBC bank account in Poultry, London.
The funds were to be held for Trust International, the name of the client Mr. Abacha instructed the Kuwaiti lawyer to pay the money.
The bank subsequently transferred the naira equivalent sums of the money to its client’s account at Apapa, Lagos.
However, the actual name of the client was Trusty International while its principals were Yusuf Ibrahim and Nasir Saminu.
The duo cleared the money as soon as it reached the account.
The US$65million never materialised.
The fraudsters vanished.
Quest for justice
With their supposed business partners as well as their money disappearing without trace; Mr. Abou-Rahmah and his partner headed to the High Court of Justice, Queen’s Bench Division, in London, accusing City Express Bank of “dishonest assistance.”
The Kuwaitis contended that the bank’s handling of the US$625,000 which it paid to Trusty International as against Trust International amounted to fraud against them.
In his ruling, the judge held that although Dare Faronbi, the bank’s Apapa branch manager, was aware that Messrs Ibrahim and Saminu were involved in a bureau de change business usually used to launder money for Nigerian politicians, who constitute a large number of their clients; his denial of not having any specific knowing that Trusty International was aiding corrupt politicians, at the time, was accepted.
“I have come to the conclusion that at the time… Mr. Faronbi probably suspected, in a general way that Messrs Ibrahim and Saminu might be, in the course of their business from time to time, assisting corrupt politicians to launder money,” said the judge.
“There was nothing to show that Mr. Faronbi had any particularly suspicions about the transactions which were the subject of this case,” he added.
The judge also dismissed claims from City Express Bank that Mr. Abou-Rahmah was an accomplice in crime since he must have realized that the supposed trust capital to be transferred to him were associated with the Abacha family, and thus, were the proceeds of crime.
“I should say at this stage that I regard the claimed relationship to General Abacha as yet another component of the fraud perpetrated upon the claimants; I consider it extremely doubtful that any such relationship existed,” the judge noted.
Also, the judge held that even if Mr. Faronbi had noticed the discrepancy between ‘Trust’ and ‘Trusty’, the production of documents would reasonably have overridden any question as to the intended recipient of the monies.
“The failure to observe the discrepancy between ‘Trust’ and ‘Trusty’ was not a wilful or reckless closing of eyes. It represented a failure to notice; something which could not be put any higher than mere negligence,” the judge ruled.

Cecil Chao announced the financial reward of HK$500 million after his daughter, Gigi, married her same-sex partner of seven years in France earlier this year, the South China Morning Post reported.
“I don’t mind whether he is rich or poor. The important thing is that he is generous and kind hearted,” 76-year-old Chao was quoted as saying.
“Gigi is a very good woman with both talents and looks. She is devoted to her parents, is generous and does volunteer work,” he added.

How four Northern Governors Robbed Their States Of N1 Billion for PDP Chairman
An online media organisation (not Greenwich News), has unearthed a fraudulent contribution of a whopping N1 billion by the governors of Gombe, Bauchi, Adamawa, and Taraba as a gift to the Peoples Democratic Party Chairman, Alhaji Bamanga Tukur on the occasion of the launch of his biography.
Each of the four Northeastern governors contributed an astounding N250 million to the launch of “The Global Villager in Abuja,” written by a veteran journalist, Eddie Aderinokun, to commemorate the 77th birthday of Tukur, the media organisation alleged.
It would be recalled that early last week, President Goodluck Jonathan pleaded with PDP governors for “donations” for the launch, which they had boycotted.
President Jonathan, who was accompanied to the event by Chief Edwin Clarke, Professor Jerry Gana, Chief Arthur Eze and several others, was surprised to find that only three of the party’s 23 governors were present, although they were all in town for a meeting with the president.
New revelations according to the online media organisation show that the state governors made substantial donations to the event after all, with some of them also donating expensive memorabilia for distribution to guests at the event. Some of the memorabilia included handmade leather iPad covers emblazoned with embossed photo and name of Mr. Tukur "BMT@77" on them.
Rihanna Prays For Chris Brown Over Marijuana Case
Top Musician, Rihanna recently revealed they still have a ‘very close friendship’ even after his infamous assault on her following a pre-Grammy party back in 2009.
So perhaps it was unsurprising that Rihanna tweeted her support to Chris Brown ahead of his probation progress court hearing on Monday.
The 24-year-old star wrote to Brown in a direct tweet: ‘I’m praying for you and wishing u the best today!’ while he then responded: ‘Thank u so much.’
And in another more cryptic general tweet, Rihanna wrote: ‘Praying for you baby, my best wishes are with you today! Remember that whatever God does in our lives, it is WELL DONE!!! #1 Love.’
However, it is not clear whether she was referring to Brown in the tweet.
But the star’s prayers for her former beau were to no avail, with a Los Angeles judge revealing in court that Brown has tested positive for marijuana.
At today’s hearing, Judge Patricia Schnegg revealed Brown, who wore a waistcoat and tie and looked sombre, failed a drug test on June 18 in Virginia, where he was fulfilling his court ordered community service, according to TMZ.
Brown then informed his probation officer that he has a medical marijuana prescription in California, the probation report said.
Brown stood silently as Schnegg spoke, and at times seemed to nod in agreement.
Meanwhile, the judge told the court that community service logs from Brown’s state of Virginia were ‘somewhat cryptic’ and additional review was needed to determine whether he had complied with his probation.
Brown’s lawyer, Mark Geragos, welcomed the inquiry and said he expected to show that Brown had complied with all his probation terms.
A spreadsheet sent by the Richmond, Virginia police chief indicated Brown had completed 1,402 hours of community service, ranging from trash pickup, to washing cars, painting and tending to stables
This year Brown has been involved in several high-profile incidents that have drawn negative headlines including a bottle-throwing New York City nightclub brawl involving his entourage and a group accompanying Drake.
Brown received a cut on his chin, but neither entertainer was charged.
A woman in Miami also accused Brown of taking her cellphone away after she tried to take pictures of him outside a South Beach nightclub, but the singer has not been charged in that incident either.
The judge ordered Brown to return to court on November 1 for another update and asked officials to prepare a supplemental probation report on Brown.
Virginia officials also reported that Brown may have travelled to Paris without permission, but Schnegg said she has approved most of the singer’s travel and would have to review that claim further.

Police Man Killed as Car Skids Off Bridge
A black Honda saloon car, with registration number CY 691 LND, on Tuesday fell off a bridge near Wuse Market, Abuja, killing the driver on the spot.
The car knocked off the concrete embankment on the bridge before crashing into the ravine below. The impact tore the car into pieces, leaving the engine separated from the car-frame.
Divisional Traffic Officer at Wuse Police Station, Kassim Yusuf, confirmed the death of the driver who, he said, was a police corporal at the FCT command.
“His name is Isah Obadiah, a corporal with the Special Anti Robbery Squad of the FCT Command. He closed from duty and was heading home when the accident occurred,’’ Yusuf said.
The corpse has been deposited at the Wuse General Hospital mortuary.
Mr. Yusuf, who said the cause of the accident was not yet known, said the body of the driver was flung out of the car. The Deputy Director of Operations, Road Traffic Services, in Abuja, Yusuf Clark, however said that the accident might have occurred due to over-speeding.
“He must have skidded as a result of over speeding; I believe he was moving at more 100 km per hour,’’ Mr. Clark added.
Another Boko Haram Commander Is Gunned Down In a Shoot-Out
A Nigerian Boko Haram sect commander known as Abubakar Yola has been killed by Nigerian soldiers in a shootout while trying to flee in Mubi, Adamawa state.
Lieutenant Saleh Mohammed Buba, military spokesman in Adamawa said the killing happened during a raid of the hideouts of members of the sect in the last 72 hours.
Buba also disclosed the arrest of 156 suspected members of the group.
“In the three-day operation, the town was placed under 24-hour curfew, which enabled soldiers to comb the nooks and corners,” said Lieutenant Saleh Mohammed Buba, military spokesman in Adamawa.
“A total of 156 suspects were rounded up in raids of suspected (Boko Haram) hideouts. A sect commander known as Abubakar Yola who went by the alias Abu Jihad was shot dead in a shootout while trying to flee,” he added.
The detained suspected gunmen would soon be produced in court, Buba said.
The operation was carried out in Mubi, not far from the city of Maiduguri in neighbouring Borno state, which is considered the base of the Islamist group that is blamed for killing more than 1,400 people in Nigeria since 2010.
The spokesman said about 300 explosive devices were discovered in what he described as an armory used by the sect, where about two dozen AK-47 guns were also being stored.
The military has claimed a series of successes against the group during weekend operations in several cities in the northeast, the epicentre of the Boko Haram insurgency.
However, previous such raids have failed to stop Boko Haram and resulted in accusations of major abuses by soldiers.
In Damaturu, the military said it killed 35 suspected Boko Haram members in fierce gun battles from late Sunday into the early hours of Monday morning. Some 60 people were also arrested there following the door-to-door sweep in several neighbourhoods.
Like Mubi, Damaturu was placed under round-the-clock curfew ahead of the military operation, but the curfew has since been relaxed.
Earlier this month, Boko Haram claimed arson attacks on about two dozen telecommunication masts across northern Nigeria, with Mubi and Damaturu among the areas hit.
The attacks disrupted mobile phone service across the region, but regular service has since been re-established in most areas.
Violence blamed on Boko Haram had ebbed in recent weeks, but a suicide bombing at a church in the northern city of Bauchi on Sunday which killed a woman and a child resembled attacks previously claimed by the group.
Rights groups have accused Nigeria’s military of using heavy-handed tactics in previous operations against Boko Haram targets, including allegations of indiscriminate arrests.
Amid an apparent crackdown on the group’s strongholds, Nigeria has said it is engaging in back-channel talks in an effort to halt the violence.

The suspect, who trailed his wife to Ijoko in Ogun State, southwest Nigeria where she had gone to assist her husband’s younger brother’s wife who had just put to bed a set of twins, was alleged to have committed the crime when his wife returned to Iju area of Ishaga, Lagos State from Ijoko
Speaking with newsmen on her hospital bed at Ogba, Lagos State, the victim, Mrs. Oluwakemi Fowowe, said she left her husband and father of her three children, when his trouble and that of his mother became unbearable for her.
“I was at the passage facing outside not knowing that my husband had sneaked through the back door and the next thing I heard was a loud noise as he threw both the burning stove and a pot of hot water on me.
“My body caught fire and I ran outside, shouting for help before people assisted me in putting out the fire. I became unconscious before I was rushed to the hospital, where the doctors battled to revive me. I want all well-meaning Nigerians to come to my aid as I have no one to help me,’’she moaned in pains
Oladimeji was subsequently arrested and handed over to the police at Iju Police Station, where he was detained but he was later granted bail.
His wife’s family said he should not be sent to jail because of the three children his wife had for him. But he was advised to take care of the victim.
However, the wife’s family decided to press charges against him when he failed to honour his side of the agreement, to take care of the victim. He allegedly abandoned her in the hospital.
Oladimeji, who had earlier told the police that his action was the handiwork of the devil, has gone underground to evade arrest. The victim is appealing to well-meaning Nigerians to come to her aid as she requires about N400,000 for the treatment of the burns.
